I trained in internal medicine and practiced primary care in the United States for 15 years. I led health services and health policy research prior to moving to Israel, first in the Veterans Health Administration, and later at the RAND Corporation. My research focuses on measuring and improving the delivery of health services. Research methods include large database research, quality measurement, medical outcomes research, implementation science, program evaluation, and mixed methods research. I have done research on numerous clinical topics, including hypertension, diabetes, anticoagulation, hormone therapy, treatment of schizophrenia, and timing of primary care visits. I have a special interest in studies related to suboptimal prescribing.

I teach courses on health services delivery, quality of care measurement, and program evaluation. My goal as a teacher and a mentor is to help students see the applicability of the theory of health policy to solving real world problems in healthcare delivery. I have mentored dozens of junior authors on research publications; for many, it was their first publication. Five of my mentees have progressed to being principal investigators of their own funded grants.
